If in my business I need the ability to fill out credit applications for clients, is it legal to do so if I have the client’s permission?

The credit applied for is in the client’s name and all information on the application is the client’s information, not mine.

Yes, you need the client's permission--otherwise, you are violating, at a minimum, the laws pertaining to credit and lending; you could even, ins some circumstances, be violating criminal laws.

This doesn't mean, however, that you client cannot give you permission in advance to apply for credit on their behalf, either for certain purposes, or for a certain time period, or generally. Just get the permission in writing.
