This sounds like a breach of the lease agreement. Check the lease, and then give the tenant a written demand to provide you with a copy of the keys or move out, letting them know that the behavior constitutes a breach of the lease, and if they fail to comply then you will bring eviction proceedings. And follow through if they refuse to comply.
