The buyer can request anything he or she likes, but the seller does not need to agree to pay for these things; the law does not require the seller to pay for them, so this purely a matter of what the parties negotiate or agree to. Most commonly, expenses like an attorney for the buyer or a new survey are paid for by the buyer.
