Under the laws of all states in this country, if a law enforcement officer stops a person for reasonable cause and it is believed that the person is driving on a suspended driver's license and/or is driving under the influence of a controlled substance or alcohol, standard operating procedures is to arrest the person on the spot, impound the car and have it towed.
