There is no actual requirement for a time clock ever. If employees are hourly, the employer must track all time worked and pay them for it, but while a time clock is certainly an easy way to do that, the employer may track time any way the employer wants, so long as it is accurate. If employees are not paid based on time, there is no need to track time at all.
