A landlord must provide a premise which is fit for inhabitation (this is the implied warranty of habitability). This requires taking action against pest infestations, such as rodent problems, if such would or could affect health, safety, sanitary conditions, etc. It does not require a landlord to take action against very small or sporadic rodent problems--the landlord is not held to a standard of perfection, and is not required to provide absolutely pest free premises.
