I got in some trouble 19 yrs ago in PA with a
misdemeanor marijuana charge n they say Im
looking at a habitual offender charge in Mi for a
different drug offense

Habitual in criminal law would better be called "repeated": that is, they are not looking to see whether it happens often enough that in everyday usage, it would be called a "habit," but rather only at whether it occured previously, which it evidently did.
