Is a full-time employee guaranteed paid time off if the employer lays them off for 1 to 2 weeks at a time in the last 6 months?

I have been employed for 4 years but I do not get paid vacation or any type of PTO. around the holidays i get 2 weeks vacation not paid. In the last month, I’ve been off for 3 weeks. My employer gave me a check for studying while I was off. When I asked for my check this week, he did not pay me in full for the hours that I worked.

No, paid time off is only guaranteed if there is a written employment contract, or at least a unequivocal (no caveats or limitations) written employment policy (such as in an employee handbook) clearly delineating the right to paid time off. Otherwise, there is no legal right to paid time off.
