Is an EAD card sent by USCIS through USPS a restricted delivery?

The USPS tried to deliver it at our place but left a notice that no secure delivery location was available. Since the card is in my wife’s name, can I pick it up from post office? She is not available to get there in person.

It is typically sent through regular USPS.  If you have a notice to pick it up from the post office, you should be able to do that by presenting your ID.  I don't think that USPS would require your wife to pick up the mail personally as long as you are living at the same residence.
