If the patient never authorizes the use of video taping, wouldn’t it violate the patient’s right to privacy?

What you have written about is not a HIPPA violation. A HIPPA violation is when medical personnel disclose information about a patient to a third party who is not medical personnel without the express written permission of the person being treated.

An example of a HIPPA violation would be if your physician's assistance disclosed medical information about you to another patient.
