Is it a police matter/an offense for an unauthorized person to drive a rental car?
Unauthorized by not being on the rental contract. Can I get in trouble from any other than the rental company?

No, an unauthoerized person driving a rental car is not a criminal offense (unless they stole the car). However, if there is an accident, there may be no insurance coverage. At that point, if payment for damages is not made, then the driver and the person who actually rented the car can both be sued. At that point it will become a civil matter.
