He was taken to ER by a friend. The friend did not tell the ER nurse what his name was and the nurse searched his wallet for ID. She found a little meth and was arrested for possession.

It is not illegal for an emergency room nurse to search a person's belongings who has been taken into the emergency room. The reason is that the admitted person's safety is paramount to whatever items might be found on that person's effects. Possibly items on the person found during the search could assist medical personnel in the treatment of the admitted person.
