Well first, creating multiple facebook pages or pretending to be anohther on the site violtes its terms.  More importantly, the US Justice department is reviewing a case that deals with the same issue.  It violates a right to privacy of the person whose identity you are using and could also be seen as identity theft.  It would not be a good idea.
