There is no law specifically stating a child must have a bed, though in terms of evaluating someone's suitability to be a parent (e.g. adoption) or to have primary custody (e.g. in a divorce), the courts will look at the physical and economic situation as well as other factors. So the lack of a bed would be considered a strike against or negative factor, though a sofa bed, futon that turns into a bed, etc. would be suitable.
