1) Unless you have a written employment (including union or collective bargaining) contract setting or limiting your shifts, you are an "employee at will" and your employer can make you work as many hours as the employer wants, whenever they want. Whether it is "inhumane" or not is irrelevant. So yes, they can have you work 18, be off 6, return for 8.
2) You have to be paid overtime (or possibly comp time, if you have a union, etc. contract calling for comp time instead) for all hours worked past 40 in a week, unless you are an exempt salaried employee. Otherwise, hourly employees must be paid for all hours worked, and non-exempt employees (which essentially includes all hourly staff) must be paid overtime when working over 40 hours--and training or conference call time is still work time for this purpose, since it is something your employer is directing you to do  and requiring you to do. Based on what you write, you may be owed ovetime for 14 hours this week.
