Your question regarding the "legality" of the charge for an air conditioning issue pertains to whether your presumed written lease allows your landlord to charge you for this fee. I suggest that you carefully read your agreement. If the agreement does not allow for the charge as written, the landlord contractually cannot charge you for the fee.

Albeit, the landlord may still want to charge you for this.
