Is it legal for me to tell my tenant that they have to a certain day to put the utilities in their name or they will be turned off?
If they decide to move instead of putting them in their name, do I have to pay them back for the rent they have already paid? My lease says they have to give me a 30 day written notice before moving.

I would not tell your tenant what you want to tell him or her. Under the laws of all states in this country you cannot use self help methods such as turning off a tenant's utilties to force a tenant to do something. Such will only get you in legal trouble.
