Is it legal for my bank to charge a $9 fee every time I pay my auto loan bill?

They do it no matter how I pay online, phone, etc.

It is legal if that is this bank's terms of service the law does not restrict what charges a bank can impose, as long as they are disclosed to the consumer. If you don't want to pay this fee, you may need to look for a different bank.
