Is it legal for my employer to schedule me for a 4 hour shift and send me home 2 hours into that shift because they are over hours?

Yes, your employer may do this. Employers are free to set--and change at will--hours, shifts, and schedules, including to send individual employees home early (or even close the entire business early), unless you actually had an employment contract (or union/collective bargaining agreement) specifying your hours. (If there wasa a contract, it is enforceable.) Therefore, your employer could choose to send you home early for any reason, and its only obligation is, if you were an hourly employee, to pay you for all  hours you actually worked.
