I’ve been employed with company approximately 10 years never received a raise I
also know co workers who receive better pay but been with company less time

Unless this action violates the terms of an employment contract, union agreement or company policy, or constitutes some form of legal discrimination, no law has been broken. The reason is that in "at will" employment, a company can set the conditons of work much as it sees fit or deems necessary. This includes decreasing salaries for any reason or no reason at all. For your part, as an an "at will" employee, you can accept the lesser wage, complain and risk termination, or quit.
