Is it legal if my boss has hired his children for summer jobs at our company?

Unless such an action is prohibited under the terms of a union agreement or employment contract,hiring family membersis legal.The fact is that in an ‘at will’ employment arrangement, a company can set the conditions of the workplace much as it sees fit. This includes nepotism.

Is this action prohibited under the terms of any exisiting the terms of a union agreement or employment contract? If not, then it is legal. The fact is that in an "at will" work arrangement, a company can set the conditions of the workplace much as it sees fit (absent doem form of legally actionable discrimination). This includes nepotism (i.e. the hiring of family or friends).
