I am a NYS registered nurse working full time
at a NY hospital private non for profit my
employer charges 100 more per month in
insurance premiums if I do not consent to
receiving a flu vaccine medical procedure I
am aware this is unethical but is this illegal??

No, it is not illegal: just as insurance discounts may be given for healthy behavior, like participation in wellness programs, so can the insurance cost be increased if you do not do certain defined healthy things, like getting a flu vaccine. As long as you have notice of this policy, which you evidently do, it is legal.
