Is it legal to get a parking ticket in the mail, without an officer as witness?

I received a parking ticket in the mail, but not on my vehicle. Is it legal, in Florida, to
get a ticket without an officer being present for the parking violation? I believe
someone took pictures of my car and reported me.

Yes, it is legal: there is no legal requirement that an officer personally witness the offense in order to write a ticket; he or she can rely on credible (reliable or believable) evidence, such as a photograph. After all, people can be charged with murder or theft without an officer being present to see it; why would it be harder to write  parking ticket than charge someone with a potentially capital crime (or at least one with years in jail).
