Yes, this is perfectly permissable under the law. That is unless there is a union agreement or employment contract that prohibited such action, or it directly violated company policy, or resulted from some form of actionable discrimination. The fact is that in an at-will employment relationship, an employer can set the terms and conditions of the workplace much as it sees fit. This includes salary increases/decreases and promotions/demotions.
