Yes, it is possible to convert a Chapter 13 bankruptcy to a Chapter 7.

This is a common occurrence due to a debtor not being able to afford the payments required by the Chapter 13 plan (budget).  Of course, you will need to satisfy the eligibility requirements for a Chapter 7 such as income.
