If you wish to get legal custody of your step-sister's children who are minors, I suggest that you consult with a family law attorney to draft up a custody agreement and order to be signed by your step-sister and submitted to the court to be signed by the court and filed. Such would be the best and least expensive way to try and get legal custody of your step-sister's children.
