Is the property owner the legal owner of a residential building permit for that property?
Or does ownership fall to the individual that applied for the permit with the planning

When pulling a building permit, someone has to pull it but it may be on behalf of a company if the company owns the building for example. The property owner doesn't always have to be the one who pulls the permit if the propety owner contracted out work and that contractor pulled the permit to work on the building.
