Is the US Air Force responsible for an injury on base?

I suffered a permanent blindness in one eye while visiting my uncle on base. The injury occurred at the home provided to him by the USAF.

The U.S.A.F., or *anyone* who owns or leases land, or *any* business or agency, is only liable for an injury which occurs on the location IF they were at fault in causing the injury in some way: for example, they had some dangerous chemicals improperly stored, which splashed in your eye, or had rickety, unsafe steps which caused you to fall and land on something which harmed your eye.
But if the Air Force was not at fault in causing the injury, they are not liable. The fact that it was their base does not, without fault, make them liable.
