Under the laws of all states in this country there is nothing prohibiting a general discussion of a tenant's personal affairs being discussed by his or her landlord with a third party. The issue is really what information is being discussed with a third party by the landlord. If confidential financial information is being discussed, then there could be a claim for invasion of the tenant's constitutional right to privacy.
However, if discussion is about the tenant being late on rent, such is allowable.
