It it legal to give raises before minimum wage goes up so you dont really get one?
So Ive worked at my company for 5 years in
California. Every year I get a raise In June,
usually around 25 cents but then minimum
wage goes up the month after. They dont add
the raise to the minimum wage bump so I dont
actually ever get a raise. Is this legal?

It is 100% legal. There is no right to a raise, unless you have a written employment contract guarantying you one. An employer is not obligated to pay you anything more than minimum wage--it is voluntary for them to do so. The employer is not required to give you a raise over the increase in minimum.
