Hating to put this back in your court but what does the lease say? And when did the tree die? Did the government have a right to enter the premises to inspect or a duty to do so? Did they know about the issue with the tree prioer to leasing the property to you? This all matters. Please take youe lease to ana ttorney in your area to discuss local law in light of the document.
