If we hired a website designer for our business but terminated the contract due because the website is nowhere near finished, how do I go about getting a refund?

You would sue the designer. You would sue for "breach of contract" and have to show  that the designer violated some term or provision of the contract or agreement between you and the designer, such as by not meeting some delivery date for the website. Only if you can show an actual breach of some term or provision of the contract/agreement can you get a refund, if the designer will not voluntarily provide one.
