Really the quickest and easiest way if for him to hire a defense attorney, have the attorney prepare the consent or affidavit of non-prosecution, and have the attorney walk it through to the prosecutor.  Your boyfriend can attempt to do it himself, but prosecutors tend to be reluctant to take them directly from defendants out of a concern that they pressured the victim to sign it.
