What to do if my brother died recently and the police department took some if his personal belongings?

They said his biological dad has to sign for them but he has never been in my brothers life and I don’t know how to get ahold of him. The police said I had to go to court and get a letter saying I could take the possessions. Is this probate court or a one day file some papers type of thing?

You need to file a probate action with respect to your deceased brother where you would be named the executor or adminsitrator of his estate depending if he died with or without a Will.
