If my brother passed away but had no Will, as his only relative what do I need to do?

I am the only relative. His estate is very small and did not have to go to probate. Am I respondsible for his credit card accounts?

I am so sorry for your loss.  Your brother's estate is responsible for his credit card debt - and any other debt - not you personally.  If he had nothing to go through probate (say because accounts were jointly held) then the estate is insolvent and you should notify the creditors that he has passed.
