The first thing that you need to do is get your sister's cooperation with respect to the insurance claim that you have for damage of your vehicle that was under her custody and control. If she refuses to cooperate with your insurance carrier and your claim gets denied for repairs, then your option is to bring a legal action against your sister for the repairs of your vehicle.
I doubt this is what you and your sister would want.
