No, it is not. The age requireed to sign a contract is 18. Someone under that age is considered a minor and is therefore unable to sign a contract, that is unless it is for "essential items" such as food, medicine, medical services, etc. Otherwise, the minor must have consent of their parent or guardian in order for the contract to be legally binding.
