Is it legal if a co-worker went in to the boss’s office to make a formal complaint about our supervisor and when she was in there our boss decided to tell her about other employees’ performance issues?
My boss shared performance info about other employees to a co-worker and informed them that I myself am getting close to be written up. Could this be considered workplace harassment? We have no HR department.

Unless this action violates the terms of an employment contract or union agreement, you had no right to privcy regarding the dissemination of this information. In other words, while unprofessional it was legal. The fact is that in an "at will" work arrangement, a company can set the conditions of employment much as it sees fit (absent some form of legally actionable discrimination).
