What to do if my daughter’s father passed without a Will but he told her that everything was for her when he died?
He thought he had time to write a Will before he died but didn’t make his fight. This question is more just about the car that he gave to her but did not get to sign the title or write a bill of sale. What can she do to get it all into her name?

Does the father have any other children? If she is the only child and he was not married when he died, your daughter would inherit all of his assets including the car. If he had other children, whe would inherit an equal share (and the car could be a part of her share).
