What to do if my dog was hit by a car that was speeding?
The driver didn’t even hit his brakes till he hit her. He obviously wasn’t paying attention. He was also going alot faster then the posted 35mph since I have 30 feet of skid marks in front of my house. Should he be responsible for the $700 vet bill?

Unfortunately for you, Massachusetts law does not support a claim for negligence per se, which is the premise that if someone was breaking a law, such as a posted speed limit, he was negligent and therefore is liable. Since your dog was off leash and in the road, the driver is unlikely to be found responsible for your vet bill. I would feel fortunate that your dog survived.
