If my driver’s license was suspended due to a DUI over 20 years, how can I get it reinstated?
Since then I have quit drinking alcohol (over 18 years ago), so I don’t need to attend a “program”. How do I prove that I no longer use alcohol?

This is best done through an attorney who has experience with license reinstatement hearings. Every state's DMV is different and may require different forms.
