My employer gave out all the employess W2 information to someone they dont even know
My employer ok’d and email to give out his employees W2 information.
Now we are at risk for people to open accounts in our names. Do we
have any legal recourse?

The law only provides recourse for actual losses, not theoretical or potential ones. So the fact that you are "at risk" does not entitle you to compensation. IF anyone does open an account in your name or otherwise commits identity theft and it can be reasonably traced to this release of information, you could then sue for compensation (e.g. for any losses or costs you incur), but not unless and until that happens.
