What can happen to someone who stole some luggage from an airport?

My friend made a stupid decission with some of his friends to steal luggage from an airport. He recently turned 18 and doesnt have a criminal record. One of the people who stole the luggage was caught questioned and released a few days after the incident and now a month later my friend was arrested at school. The person whose luggage was stolen got all of their belongings back and havent tried to press charges since the first person was caught. I’m just wondering what is the worst and best case senario for my friend?
