If a friend took my uninsured car without me knowing last night but got into an accident and left the scene, he is liable to pay for the damage to my car?

The car hydroplane into a median which no other car was involve. The thing he later call the cop to make a report but highway patrol said since you left the scene you have to make your own accident report. To come find out my insurance was cancel on May 22nd without me knowing.

Your friend is liable for the damage to your car.  If he doesn't pay for the property damage (cost of repairs) to your car, you can sue him for negligence.  After obtaining a court judgment against him, you can enforce the judgment with a wage garnishment.
