I reported the car stolen. She totaled the car an abandoned it. The police department refused to cooperate. What options are available?

You can sue your girlfriend for conversion. Conversion is a civil case (lawsuit) for theft.
When your girlfriend took your car, damaged (totaled) and abandoned it, these acts constituted conversion.
Your damages (the amount of monetary compensation you are seeking in your lawsuit for conversion) would be the full value of your car.
