You could sue your housemate for any costs you incur, such as the cost to replace the box, or any fines/charges/etc. from the cable company. One option would be to sue him/her in small claims court, where you could act as your own attorney, saving on legal fees.
You could also potentially report this to the police--the box belongs to the cable company, so this may well be theft.
