My husband and I were married for 27 years until his unexpecting death in September 2017.

He owned a home prior to married I did too. He never added my name to the
property even though I spent 1000’s to upgrade the home. I was told that the deed
could be changed to my name because of our marriage for 27 years that it could
now be considered community property is that true?

No, that is not true: separate property which predate marriage remains separate property no matter how long you are married. It would be different if he voluntarily added you name to the deed--that would give you an ownership interest in the property--but that is not the situation you describe.
