If my husband’s 15 year old niece is Mexican and would like to come to the US to finish high school and possibly go to college, what is the best way to do that?

It looks like student visas for high school are just for a year, is there some way she could come for longer? The school superintended suggested she come on a tourist visa, he said he wouldn’t ask for the student visa for her to attend. Is that a good option? What about us adopting her? What kind of options do we have?

She will most likely not get a tourist visa to come to the US she will also most likely not get a student visa as a minor.  She might be able to come to the US through an exchange program but for that you'd need to contact the agency/companies in your area that sponsor students for these types of exchange programs.  For her to be adopted, it has to be completed before she turns 16.
