If my mother has a life insurance policy with my 2 siblings and I as beneficiaries, how can she make sure that the proceeds of the policy will be used for her burial?

She wants the life insurance money to be used for her final expenses (i.e. funeral home, burial, etc).

The only way I can think of for your mother to make sure the money is used for her funeral expenses is for your mother to prearrange her funeral with a mortuary and make the mortuary the beneficiary of the insurance proceeds, rather than you and your siblings.  Your mother's contract with the mortuary would have to specify that the proceeds of the insurance were to pay for her funeral.  This would have to be whole life insurance, not term.
