You and your brother own the land with equal rights. If he does not want to sell that is his right. Can you force him to sell? Sometimes. Under the law there is something known as an action for "partition" that allows you to request that the court split the asset in two and allow you the right to do what you want with your portion of the asset. Or maybe he could buy you out of your half? That might save a fight. You have to weigh that in the equation as well. Good luck.
